What is data regulation?

Data regulation refers to all legislation and other rules that govern the collection, use, sharing and protection of data. Key areas include data protection, data management and portability, as well as regulation concerning artificial intelligence. Data regulation covers, among others, the AI Act, DORA, the Digital Services Regulation and the Finnish Digital Services Act; it is not a single piece of legislation but a collection of several regulatory instruments. Together, these create a complex framework that brings both obligations and opportunities for utilising data responsibly and in ways that support business. The regulatory scope is so extensive that only very few companies can operate without being affected by it in some form.
